libice-dev software package provides X11 Inter-Client Exchange library (development headers), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libice-dev
libice-dev is installed in your system.
Make ensure the libice-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libice-dev *
You will get with libice-dev package name, version, architecture and description in a table
